PC Observation: Chelwood parish council supports the re-use of the 8 units and associated land for B1 and B2 use. Chelwood parish council has real concerns about the use of the site for B8 purposes. The parish council understands from application 16/03854/CLEU that a certificate of lawful use may be granted for unit 6. The parish council wishes to restrict the use of B8 on this site to unit 6. The parish council notes that no formal complaints about noise have been made to the applicant. However the parish council is aware that noise does emmanate from this site and in particular from unit 6 and unit 8. The parish council does not support any increase in heavy traffic movement at this site. The parish council sites ET.9 (6) and ET.9 (7). The parish council urges the council and the applicant to enter into negotiations to refelect the concerns above.
The Parish Council were asked for further observations to clarify their position:
The parish council are dismayed that they cannot restrict business type within the B1, B2 and B8 banner but as this is the ruling then their response is guided by this limitation. The majority response was that although the parish council would be unhappy to see an extension to the scaffolding business or a similar business on the site they did not feel, on balance, that they should object to the planning application overall.

PC Observation: The proposed changes do not represent inappropriate development in the Green Belt. The new design has introduced significant changes to address the concerns of the inspectorate which include a change from a gable end to a hipped roof, a mono-pitched roof over kitchen and the bedroom has been taken back 1.7m. Chelwood Parish Council support the application.
